What are the safe use levels for ethoxydiglycol (EASTMAN DE Solvent) and butoxyethanol (EASTMAN EB Solvent) in cosmetic/personal care products?
The Cosmetic, Toiletry, and Fragrance Association (CTFA) Cosmetic Ingredient Review (CIR) panel have reviewed the safety of ethoxydiglycol and butoxyethanol. They concluded that ethoxydiglycol is “safe as presently used in cosmetics.” Typical use levels are 1 - 10% (J. Am. Coll. Toxicol., 4(5), 1985). The CIR panel concluded that butoxyethanol is “safe as used in rinse-off and leave-on products at concentrations up to 10.0%” (J. Am. Coll. Toxicol. 15(6), 1996).
